Cathy Horowitz, Ed.D.
Founder & Principal Educational Consultant
Dr. Cathy Horowitz is an educational consultant and curriculum design specialist with a career spanning secondary and postsecondary education. Her expertise encompasses curriculum development and evaluation, instructional design, assessment, differentiated instruction, and research-informed educational practices.
Her doctoral research culminated in the development and expert validation of an inclusive, standards-aligned American Sign Language curriculum framework. A multidisciplinary panel of eight educational experts evaluated the framework, awarding strong ratings for standards alignment, linguistic and cultural accuracy, and instructional design. Her research reflects a commitment to academic rigor, accessibility, and excellence in curriculum development.
Her professional experience also includes reviewing comprehensive American Sign Language curricula for the Maryland State Department of Education, evaluating instructional quality and standards alignment, and providing recommendations for program improvement.
As founder of ATELIER, Dr. Horowitz brings together scholarly expertise, professional experience, and a commitment to purposeful educational design. Through consulting, curriculum development, and individualized instructional services, ATELIER supports institutions, educators, families, and learners in pursuing their educational goals.
